Amends section 49-204 of Arizona Revised Statutes to regulate gray water reuse in residential settings.

Prohibits cities, towns, and counties from further limiting gray water use by rule or ordinance, except in initial active management areas with safe yield groundwater goals where effluent is included in assured water supply determinations.

Authorizes the director to establish minimum rules for residential gray water treatment systems used indoors for toilet flushing to address public health and safety concerns.

Allows residential gray water use for indoor toilet flushing prior to rules being adopted if the system uses less than 400 gallons per day, is certified to NSF/ANSI standard 350, prevents human contact, includes dedicated piping, and only provides water when functioning properly.

Requires any residential gray water treatment systems installed after rules are adopted to comply with those newly established minimum requirements.
