Allows school districts and charter schools to count nonresident foreign students with J-1 visas participating in exchange programs in their student enrollment and receive state funding for these students, beginning in the 2023-2024 school year.

Removes the previous limitation that restricted admission of exchange students to only match the number of resident students from the district participating in foreign exchange programs.

Applies to nonresident foreign students in exchange programs who hold a J-1 visa pursuant to federal law and may be admitted without payment of tuition.

Clarifies that these exchange program students can be included in the district's or charter school's student count for purposes of obtaining state education funding, notwithstanding general provisions restricting funding for nonresident students.
