Establishes humanitarian service organization special plates if $32,000 implementation fee is paid to the Department of Transportation by December 31, 2023.

Special plate fees of $25 are split between $8 for special plate administration (deposited in state highway fund) and $17 annual donation (deposited in new humanitarian service organization special plate fund).

First $32,000 collected in the fund reimburses the person who paid the initial implementation fee, with no more than 10% of annual fund monies used for administration.

Annual fund allocation goes to a qualifying 501(c)(3) charitable organization with at least 1.2 million members globally, presence in Arizona since 1914, at least 114 clubs in Arizona with 5,000+ members, and focus on peace, disease prevention, water/sanitation, maternal health, education, economic development, and environmental protection.

Amends Arizona Revised Statutes to include the new humanitarian service organization special plate section (28-2470.18) in references to special plate administration fees and donations.
