Requires all teachers providing literacy instruction in kindergarten through grade 5 to obtain a literacy endorsement by August 1, 2028, demonstrating proficiency in foundational reading skills, high-quality instructional materials, and interventions for students with reading deficiencies.

Extends literacy endorsement requirement to noncertificated teachers providing literacy instruction in kindergarten through grade 5, requiring them to obtain a literacy endorsement equivalent by August 1, 2028.

Teachers receiving certificates after August 1, 2025 must obtain the literacy endorsement within three years of certification, while those certified before that date have until August 1, 2028.

Allows local education agencies to verify teachers' science of reading instructional knowledge and skills through classroom observations and student achievement data as an alternative to completing coursework and assessment requirements for the endorsement.

Requires the literacy endorsement to include evidence-based science of reading training or coursework and passage of a literacy instruction assessment as determined by the state board of education.
