Amends Arizona Revised Statutes Title 19, Chapter 1, Article 2 by adding section 19-112.01 regarding initiative and referendum petitions.

Requires the Secretary of State to establish a secure internet portal system for qualified electors to electronically sign initiative and referendum petitions.

The online system must verify the identity of qualified electors and allow only those eligible to sign the specific petition to do so.

Petition applicants may choose to collect up to 50 percent of required signatures through the secure online system, with the remainder collected through other means.
