Amends Arizona Revised Statutes section 16-241 to allow independent voters (those registered without a political party designation) to participate in presidential preference elections by selecting a political party's ballot of their choice.

Maintains the presidential preference election date as the Tuesday immediately following March 15 in presidential election years, with the governor able to postpone via proclamation issued no later than 180 days before the election.

Requires presidential preference elections to be conducted and canvassed using the same procedures as primary elections under Arizona election law, with all applicable election provisions governing registration and elector qualifications.

Grants boards of supervisors, election officers, county recorders, and precinct boards the same powers and duties for presidential preference elections as they exercise in primary elections.

Subjects all violations of state election laws to the same penalties when applied to presidential preference elections.
