Establishes the Arizona Civics Education and Leadership Development Program within the Department of Education to provide civics instruction and leadership training to middle school students in school districts, charter schools, and private schools.

Requires eligible nonprofit organizations to be 501(c)(3) tax-exempt entities with at least 5 years of civics education experience to serve as instructional service providers.

Mandates instruction include civil service, citizenship duties, debate on democratic issues, and content on U.S. history, the Constitution, Bill of Rights, Declaration of Independence, government branches, and citizen roles.

Requires approved providers to submit annual reports by November 1 describing program activities, number of students served, and outcomes achieved; the department compiles and submits these to the governor, legislative leaders, and secretary of state.

Appropriates $300,000 from the state general fund for fiscal year 2023-2024 to the Arizona Civics Education and Leadership Development Fund for stipends, staff wages, educational materials, and student support services.
