Amends Arizona Revised Statutes section 36-402 to add a new exemption criteria for outpatient treatment centers.

Outpatient treatment centers with the same governing authority as a licensed hospital and staffed by licensed health care providers are exempt from licensure and regulation, except when patients stay overnight, receive general anesthesia, or operate as abortion or pain management clinics.

Adds a new condition that removes the exemption if an outpatient treatment center charges a facility fee, defined as any separate charge in addition to professional fees intended to cover building, electronic medical records, billing, and administrative or operational expenses.

This change means outpatient treatment centers that charge facility fees will no longer qualify for the exemption and will be subject to state licensure and regulation.
