Amends groundwater code sections 45-114, 45-432, 45-433, 45-434, 45-435, and 45-436 relating to subsequent irrigation non-expansion areas.

Requires petitions for irrigation non-expansion area designation to be accompanied by a numeric groundwater flow model and hydrologic report signed by a registered professional geologist or engineer, with a one-year submission deadline after the petition form is issued.

Defines "reasonably safe supply for irrigation" as a reliable groundwater source for one hundred years and allows the director to consider credible evidence of likely future changes to withdrawal rates when making determinations.

Limits irrigation users to acres that were irrigated during the five years preceding publication of a hearing notice once designation procedures are initiated, continuing until the director makes a final determination.

Restricts judicial review of the director's final order to petitioners and those who submitted evidence at the public hearing, with review grounds limited to issues raised in the petition or submitted evidence; prevents subsequent petitions for the same area for three years if designation is declined.
