• Creates a new offense of possessing a child sex doll, defined as an anatomically correct doll, mannequin or robot that resembles an infant or child under 12 years old and is intended for sexual stimulation, classified as a class 4 felony.

• Establishes offenses for trafficking and importing child sex dolls, including manufacturing, distributing, selling, shipping, advertising or possessing with intent to transfer, classified as a class 4 felony.

• Creates a rebuttable inference that possession of two or more child sex dolls indicates intent to traffic.

• Exempts common carriers from prosecution if they transport the items without knowledge of contents.

• Amends sexual exploitation of a minor statute to add class 2 felony offense for possessing, manufacturing, distributing or selling a child sex doll that uses the face, image or likeness of a real child under 12 years old.

• Requires the administrative office of the courts to submit annual reports to the legislature listing convictions by county, beginning December 31, 2024.
