Requires Arizona's AHCCCS to establish rules and policies for complex rehabilitation technology (CRT) products and services that account for their customized nature and unique medical needs.

Designates specific billing codes as CRT, establishes supplier standards, and restricts CRT provision to qualified suppliers meeting accreditation, Medicare enrollment, and staffing requirements.

Requires complex medical needs patients receiving manual wheelchairs, power wheelchairs, or seating components to be evaluated by both a qualified health care professional and a qualified CRT professional.

Mandates adequate payment rates for CRT that account for resources, infrastructure, and staff needed, and exempts CRT billing codes from bidding or selective contracting initiatives.

Defines "complex medical needs patients" as those with significant physical impairments from conditions including spinal cord injury, cerebral palsy, muscular dystrophy, ALS, multiple sclerosis, and certain amputations or paralysis.
