Amends Arizona Revised Statutes section 36-2907 to modify covered health and medical services under the Arizona Health Care Cost Containment System (AHCCCS).

Removes the exclusion of speech therapy from outpatient health services for eligible persons aged 21 and older by striking the provision that previously prohibited this coverage.

Renumbers subsequent subsections in the exclusions section to maintain proper statutory organization after the removal of the speech therapy exclusion.

Specifies that monies from the hospital assessment fund cannot be used to provide chiropractic services or diabetes outpatient self-management training services.
