Requires all firearm sales or transfers to be conducted through a licensed firearms dealer, unless both parties are already licensed dealers.

Licensed dealers must conduct federal background checks on purchasers or transferees pursuant to 18 U.S.C. § 922(t) and state/local law before delivering firearms.

Dealers may charge a maximum $20 fee to cover administrative costs of facilitating the transfer.

Exempts law enforcement, military personnel, gunsmiths performing repairs, certain family transfers, inheritance transfers, antique firearms, shooting range loans, and temporary transfers to prevent imminent death or serious bodily harm.

Violators are guilty of a class 5 felony.
