Requires the Department of Public Safety to maintain a secure website portal that allows federally licensed firearms dealers to verify the validity of concealed weapons permits presented during firearm sales.

Mandates that firearms dealers check permit validity through the DPS portal before selling or providing a firearm to someone who presents a concealed weapons permit; requires a background check if the permit is invalid.

Restricts dealers from querying the portal except when a person purchasing or receiving a firearm presents a concealed weapons permit.

Prohibits the Department of Public Safety from retaining or collecting data on the number of concealed weapons permit queries made by firearms dealers.

Appropriates $300,000 from the school safety interoperability fund to the Department of Public Safety in fiscal year 2023-2024 for developing and maintaining the secure website portal.
