Prohibits school governing boards from approving or selecting textbooks and instructional materials that contain matter reflecting adversely on persons based on race, ethnicity, sex, religion, disability, nationality, sexual orientation, or gender identity.

Applies the adverse representation prohibition to both common schools (section 15-721) and high schools (section 15-722).

Requires school districts to list all books and materials purchased after January 1, 2023 for school libraries on their websites for at least 60 days after purchase, with exemptions for schools without full-time library media specialists or those with agreements with county/municipal libraries.

Requires school districts to notify parents within seven school days before opening dates for public review of library book purchases.

Maintains existing requirements for governing board approval of textbooks and courses, public meetings for textbook review committees, and public comment periods.
