Amends Arizona Revised Statutes Section 28-735 to clarify when civil penalties apply for violating the three-foot safe distance requirement when motor vehicles overtake bicycles.

Establishes civil penalties of up to $500 for violations resulting in serious physical injury and up to $1,000 for violations resulting in death.

Excludes bicyclists from penalty provisions if they are injured while riding in a vehicular traffic lane when a designated bicycle lane or path is present and passable.
