Repeals section 41-3023.15 and establishes termination date of July 1, 2027 for the office of economic opportunity, with full repeal on January 1, 2028 if no outstanding contractual obligations or debts remain.

Adds section 41-3027.06 requiring the office of economic opportunity to cease operations on July 1, 2027 and remain in existence only if debts or obligations to the United States or federal agencies are outstanding.

Amends section 41-5303 to remove the director's power to provide staffing support to industrial development authorities established under title 35, chapter 5.

Adds definition of "Arizona industrial development authority" as the industrial development authority established by the Arizona finance authority in section 41-5351.

Modifies section 41-5353 to allow board members to continue serving if their term expires without reappointment or replacement, and clarifies that board members cannot have financial interests in projects financed by either the Arizona finance authority or Arizona industrial development authority.
