Changes the director's authority from mandatory ("shall") to discretionary ("may") in establishing a state program for control of hazardous air pollutants under Arizona Revised Statutes section 49-426.06, subsection A.

Maintains applicability of the hazardous air pollutant program to sources emitting 10+ tons per year of any single hazardous air pollutant or 25+ tons per year of combined hazardous air pollutants, and to designated categories emitting 1+ ton per year or 2.5+ tons per year respectively.

Preserves existing exemptions from modification requirements for sources complying with federal Clean Air Act sections 112(g)(1), 112(i)(5), or implementing standards under sections 112(d) or 112(f).

Retains permitting requirements, control technology standards (maximum achievable control technology or reasonably available control technology), and the ability for sources to obtain exemptions through risk management analysis demonstrating no adverse health or environmental effects.
