Establishes a personal identification document fund administered by the Department of Transportation to support charitable organizations working to end homelessness by helping people acquire replacement identification documents and providing secure storage.

Exempts persons experiencing homelessness (those without a residence address or living in homeless shelters) from paying driver license and nonoperating identification license fees, replacing previous exemption limited to veterans only.

Authorizes the Department of Transportation to enter into agreements with qualified 501(c)(3) charitable organizations focused on preventing homelessness to assist with acquiring and storing personal identification documents.

Appropriates $1,000,000 from the state highway fund to the personal identification document fund for fiscal year 2023-2024 to support the charitable organization's efforts.

Modifies Arizona Revised Statutes sections 28-3002, 28-3165, and 28-6993 to implement the fee exemptions and establish the identification document fund as an authorized use of state highway fund monies.
