• Adds "craft producer" definition to include licensed farm wineries, microbreweries, and craft distillers in liquor statutes.

• Establishes microbrewery festival licenses and microbrewery fair licenses allowing sampling, on-premises consumption, and off-premises sales of microbrewery products for up to 150 calendar days annually per microbrewery.

• Permits restaurants to apply for permits beginning January 1, 2026 to sell mixed cocktails for off-premises consumption when accompanied by menu food items, subject to director approval and alcohol training requirements.

• Requires written delivery records for off-sale licensees delivering spirituous liquor, including licensee information, delivery details, type and brand of products, and customer identification and signature at delivery.

• Changes craft producer sampling provisions to allow representatives to serve products on off-sale retailer premises and modifies tax payment frequency for farm wineries, microbreweries, and craft distillers from monthly to annual payments by January 20th of each year.
