Establishes a program allowing private school and homeschooled students in Arizona to take examinations at no cost, including nationally standardized norm-referenced achievement exams, statewide assessments, and college/university admissions exams covering reading and mathematics.

Requires the Department of Education to designate exam locations and dates, post information on its website, and schedule all exams on Saturdays or Sundays.

Mandates exam results remain confidential and be released only to the student and their parent, with the department providing a contact person to discuss results and learning/remediation options.

Requires the Department of Education to annually notify parents of students receiving Arizona empowerment scholarship account monies about the program.

Appropriates $1,000,000 from the state general fund to the Department of Education for fiscal year 2023-2024 to implement the program.
