Establishes that only qualified electors meeting specific criteria may vote by early absentee ballot, eliminating unrestricted early voting access.

Permits early absentee voting only for electors who are: confined and physically unable to go to the polls (including due to illness, disability, age, infirmity, or incarceration); expected to be absent from their precinct at election time (including uniformed and overseas citizens); or blind or have a visual impairment.

Requires accessible voting methods for persons who are blind or have a visual impairment, removing the previous specific reference to mail voting options.

Establishes that federal law controls in any conflict with this section, limited narrowly to areas of actual conflict and preserving voting secrecy to the greatest extent possible.

Includes a severability clause providing that if any provision is declared invalid, remaining provisions shall be reformed and construed to give maximum effect to the section's intent.
