Prohibits eligible postsecondary institutions from reducing a student's gift aid based on receipt of private scholarships, except to the extent gift aid exceeds the student's actual cost of attendance.

Prevents institutions from considering private scholarship awards when determining financial aid packages, including gift aid awards, for students.

Applies to universities under Arizona Board of Regents jurisdiction and community colleges, effective beginning the 2024-2025 school year.

Limits application to in-state students enrolled in associate or baccalaureate degree programs.

Defines "private scholarship award" as financial assistance from private companies, foundations, nonprofit organizations, or charities, excluding awards from university foundations or government entities.
