Repeals existing section 41-1608 and replaces it with a new section prohibiting the Arizona Department of Corrections from entering into contracts with private entities to administer correctional health care services, effective June 30, 2024.

Defines "correctional health care services" to include all medical, mental health, and dental services provided to prisoners in state-owned and operated facilities.

Prohibits the Department of Corrections from entering into new contracts with private or public institutions for facilities or operation of facilities dedicated to confining persons committed to the department, effective upon passage.

Preserves the department's ability to enter into emergency contracts for confinement during acts of God, natural catastrophes, prison riots, and overcrowding, with emergency contracts limited to one year in duration.

Repeals sections 41-1609.01 and 41-1609.02, removing previous provisions governing private prison contracts and requirements.
