Requires nursing care institutions to maintain minimum direct care staff-to-resident ratios of 1 certified nurse aide to 8 residents on day shift, 1 staff member to 10 residents on evening shift (with at least half being certified nurse aides), and 1 staff member to 14 residents on night shift.

Exempts nursing care institutions from increased staffing ratio requirements for nine consecutive shifts following any expansion of resident census.

Requires calculations of staffing ratios to be rounded up to the next whole number when the result carried to the hundredth place equals at least 0.51, with calculations based on midnight census.

Defines "direct care staff member" as registered nurses, licensed practical nurses, or certified nurse aides acting within their authorized scope of practice and according to documented employee schedules.

Exempts pediatric long-term care facilities from the minimum staffing ratios and does not restrict nursing care institutions from maintaining staffing levels above the established minimums.
