Requires legislative ratification for any proposed rule estimated to increase regulatory costs or adversely impact economic growth by more than $500,000 within five years of implementation.

Mandates agencies submit proposed rules triggering this threshold to the administrative rules oversight committee no later than 30 days before the next regular legislative session, which must forward them to the legislature.

Prohibits agencies from filing final rules with the secretary of state until the legislature enacts legislation ratifying the proposed rule.

Requires agencies to publish a notice of termination if the legislature does not ratify the proposed rule during the current legislative session.

Exempts emergency rules adopted under section 41-1026 from these requirements; any rule not adopted under this process is void and unenforceable.
