Defines "affordable housing" as housing developed using affordable housing tax credits, federal low-income housing tax credits, HOME investment partnership program funds, community development block grant funds, housing trust fund monies, or Department of Veterans' Services grants for residents with incomes below 80 percent of area median income.

Defines "residential dwelling unit" as a building or structure used as a home or residence by one or more persons maintaining a household.
