Amends Arizona Revised Statutes sections 45-453 and 45-598 to establish permitting and spacing requirements for new wells.

Requires the Director to adopt rules governing well location in active management areas and in groundwater basins experiencing declining groundwater levels to prevent unreasonable damage to surrounding land and water users.

Applies spacing rules to wells in declining groundwater basins with a pump capacity exceeding 35 gallons per minute, with option for Director to use active management area criteria instead.

Requires persons constructing new wells or replacement wells in new locations to obtain a permit from the Director under section 45-599 in addition to complying with adopted spacing rules.

Extends permit requirements to those withdrawing groundwater in declining basins, requiring compliance with Director-adopted rules and permit approval before well construction.
