Municipalities must recommend implementing at least seven strategies from a list of thirteen options, including rezoning for density, accessory dwelling units, fee waivers, parking requirement reductions, and community land trust participation.

Requires municipalities to annually review the housing plan, prepare a written report, and post findings on the municipality's website.

Annual report must include five-year housing need projections, progress metrics on units affordable at 30-50-80 percent of area median family income, and documentation of implemented strategies.
