Establishes a moratorium on construction of new wells in the upper San Pedro groundwater basin and Verde Valley groundwater subbasin, effective upon enactment.

Prohibits the Department from issuing permits or drilling cards for new wells in these basins, except under three specific exemptions.

Exempts replacement wells as prescribed in rules adopted by the department director.

Exempts wells that the director determines will not pump the subflow of a river system or source.

Exempts wells constructed after conclusion of the general adjudication of water rights in the Gila River.
