Establishes a study committee on statewide eviction prevention and housing affordability consisting of 16 members including state legislators, county officials, housing authority representatives, university researchers, and advocates for tenants and property owners.

Committee co-chairs appointed by the president of the senate and speaker of the house of representatives; committee members serve without compensation and must meet quarterly or more frequently as needed.

Committee must conduct comprehensive study of eviction processes, review relevant policies and statutes, explore tenant rights education, gather housing affordability data, and propose statutory revisions to reduce evictions and improve housing affordability.

Committee required to submit report with recommendations to the governor, president of the senate, speaker of the house of representatives, and secretary of state by December 1, 2023.

Study committee automatically repeals on October 31, 2024.
