HB 2284 Summary

• Requires the Department to accept and allocate legislative appropriations for services to individuals experiencing homelessness, including transitional shelters, noncongregate shelters, and congregate shelters.

• Mandates shelter facilities provide sleeping accommodations, electricity access, adequate shower and bathroom facilities, and 24-hour on-site security, with maximum occupancy limited to two years per individual.

• Provides civil liability protection for facility owners, employees, and officers except for claims involving intentional or grossly negligent conduct.

• Allows the Department to use appropriated monies for permanent housing construction and substance abuse treatment, mental health treatment, and other services for individuals experiencing homelessness.

• Requires the Arizona Department of Health Services to submit a report to the joint legislative budget committee by January 1, 2024 on the feasibility and cost of establishing a shelter on the Arizona state hospital campus for homeless individuals with serious mental illness.
