Appropriates $5,000,000 from the state general fund in fiscal year 2022-2023 to the Department of Transportation for designing a freeway interchange on Interstate 10 at Jackrabbit Trail.

Appropriates $30,000,000 in fiscal year 2023-2024 and $35,000,000 in fiscal year 2024-2025 from the state general fund for constructing the freeway interchange, including all traffic control devices for on-ramps, off-ramps, and related traffic controls at Jackrabbit Trail and McDowell Road.

Requires the Department of Transportation to use the construction-manager-at-risk project delivery method to accelerate design and construction of the interchange.

Directs the Department of Transportation to use any available federal monies to supplement the appropriations and revert an equal amount of federal funds received back to the state general fund, not to exceed the total appropriated amount.

Exempts the appropriations from lapsing provisions, allowing unspent funds to carry forward.
