Repeals section 15-911, Arizona Revised Statutes, eliminating an expenditure limitation provision for school districts.

Amends section 15-1285 to exempt monies received by school districts and career technical education districts from budgetary, expenditure, or revenue control limits under the Arizona Constitution.

Removes school district expenditure limitation provisions from section 41-563, eliminating the economic estimates commission's authority to determine aggregate expenditure limitations for school districts.

Amends sections 12-262, 17-266, 22-117, 42-5010, and 42-5010.01 to update references and technical language related to expenditure limitations and tax distributions.

Becomes effective only upon voter approval of a constitutional amendment at the next general election and applies to fiscal years beginning after June 30, 2025, with certain sections requiring a three-fourths vote in both legislative houses.
