Requires county recorders and election officers to allow representatives of the two largest political parties to observe all stages of signature verification for early, provisional, and conditional provisional ballots.

Permits observers to view signature verification from a distance of six feet and from separate areas using screens or monitors; prohibits observers from being present in election workers' homes during remote verification work.

Prohibits observers from recording, transcribing, or disclosing voters' personal identifying information, including birth dates, driver's license numbers, family names, and email addresses.

Mandates county recorders maintain detailed daily logs documenting each election worker's signature verification activities, including worker names, dates, batch numbers, total verifications performed, and determinations made (accepted, rejected, or sent for further review); logs must be provided daily to political parties and candidates upon request.

Classifies violations of this section as a class 5 felony.
