Requires county recorders and election officers to maintain an accurate chain of custody log for unvoted and voted ballots from receipt from the ballot printer through completion of the canvass.

Mandates that representatives of the two largest political parties entitled to ballot representation observe and verify each transfer of ballot custody.

Applies to all ballot transfers during the election process until the canvass is completed.
