Allows foster home licensees with active licenses (whose licenses have not been revoked) to request an inactive license from the department.

Licensees holding inactive licenses are not eligible for child placement and are exempt from renewal fees, training requirements, and visitation requirements.

Inactive licenses are valid for five years, and licensees may reapply to reactivate during this period using the same renewal process as active licenses.

Department may terminate an inactive license if the licensee does not reactivate by noon on the expiration date.
