Amends Arizona Revised Statutes section 16-550 to establish signature verification requirements for early ballots.

Requires county recorders to compare early ballot envelope signatures with voter registration signatures and contact voters if signatures are inconsistent or missing.

Allows voters to correct inconsistent signatures by the fifth business day after primary, general, or special elections with federal offices, or the third business day after other elections.

Permits voters to add missing signatures until 7:00 p.m. on election day.

Establishes the secretary of state's July 2020 signature verification guide as the minimum requirement for signature comparison, with unverifiable signatures to be rejected unless corrected under the cure provisions.
