Increases appointed members of the Arizona Criminal Justice Commission from 14 to 17 members.

Raises the maximum number of appointees from the same political party from 7 to 9 members.

Adds three new required member positions: a person leading an indigent defense agency, a person leading a private nonprofit juvenile justice organization, and a licensed psychiatrist or psychologist with criminal justice system experience.

Maintains existing requirements for representation including police chiefs, county attorneys, sheriffs, judges, mayors, county supervisors, and probation officers from counties of varying populations.

Establishes staggered initial terms with one member's term ending January 11, 2024, and two members' terms ending January 10, 2025.
