Appropriates $10,000,000 from the state general fund in fiscal year 2023-2024 to the Department of Administration for distribution to counties for a coordinated reentry planning services program.

Requires the Department of Administration to distribute $2,000,000 each to Coconino, Mohave, Navajo, Pinal, and Yavapai counties to continue implementing coordinated reentry services.

Appropriates $3,000,000 from the state general fund in fiscal year 2023-2024 to the Arizona Criminal Justice Commission to develop a cross-system recidivism tracking database.

Exempts both appropriations from lapsing provisions under Arizona Revised Statutes section 35-190.

Declares legislative intent that the $10,000,000 appropriation to counties be considered ongoing funding in future fiscal years.
