• Expands tuition waiver scholarships to children and spouses of peace officers, firefighters, and armed forces members who died by suicide after suffering a posttraumatic stress injury in the line of duty.

• Requires the person to be a resident of Arizona at the time of death and documentation of posttraumatic stress injury (disability pension, military discharge papers, or VA benefits) serves as prima facie evidence.

• Limits scholarships to children age 30 or younger or to unmarried spouses, covering up to 64 credit hours at community colleges and the number of credits required for a baccalaureate degree at universities.

• Allows the Arizona Board of Regents to distribute surplus funds from the military veterans tuition scholarship fund to universities to cover costs of the new scholarships.

• Makes the expanded eligibility retroactive to applicants who meet the requirements on the bill's effective date, regardless of when the parent or spouse died.
