Allows prisoners to authorize the Arizona Department of Corrections to release their medical records to immediate family members or a designated individual by submitting a written authorization form.

Requires the department to comply with Health Insurance Portability and Accountability Act (HIPAA) privacy standards when releasing medical records (45 CFR Part 164, Subpart E).

Mandates the department provide requested medical records within fifteen calendar days after receiving the prisoner's authorization.

Permits the department to charge a fee for copying and producing medical records unless they are provided electronically, consistent with existing state law (sections 31-221 and 39-121.01).

Defines "medical record" as any medical record retained by the department or medical professional relating to medical treatment provided to the prisoner while in a department facility.
