Repeals Arizona Revised Statutes section 15-911 relating to school district expenditure limitations.

Amends section 15-1285 to exempt monies received by school districts and career technical education districts from budgetary, expenditure, or revenue control limits under the Arizona Constitution.

Removes school district provisions from section 41-563 (Economic Estimates Commission expenditure limitation determinations), eliminating separate calculation and reporting requirements for school district aggregate expenditure limitations.

Clarifies that transaction privilege tax revenues imposed under sections 42-5010 and 42-5010.01 are not considered local revenues for purposes of constitutional expenditure limitations on school districts.

Bill is contingent on voter approval of a constitutional amendment (House Concurrent Resolution) at the next general election and applies to fiscal years beginning after June 30, 2025, requiring a three-fourths legislative vote for enactment.
