Restores local government authority to enact regulations on auxiliary containers, allowing municipalities to implement bans or restrictions on items like single-use plastic bags

Amends section 44-1648 to remove references to the repealed sections while maintaining state preemption over scrap metal dealer registration

Repeals Laws 2016, chapter 28, section 5, which was part of the original legislation that restricted local regulation of auxiliary containers
