Establishes the instructional school garden program administered by the Department of Agriculture to promote and support instructional gardens in schools.

Designates a program director and requires the Department to provide instruction, assistance, and best practices guidance to eligible education agencies on garden establishment.

Authorizes the Department to apply for grants and other funding sources, with all collected monies deposited into the newly created farm to school garden fund.

Creates the farm to school garden fund consisting of monies collected for the exclusive purpose of implementing, continuing, and supporting the instructional school garden program, with monies continuously appropriated.

Defines "eligible education agency" as any school district or county superintendent of schools that may apply to the Department for funding or assistance in developing an instructional school garden.
