Establishes the No Lunch Debt Grant Program administered by the Department of Education to relieve public school students of lunch debt.

Allows school districts and charter schools participating in the national school lunch program to apply quarterly for grants up to the aggregate amount of accumulated student lunch debt.

Requires schools to credit grant funds to individual student meal accounts and exempts discharged lunch debt from being taxable income to parents.

Appropriates $2,000,000 from the state general fund in fiscal year 2023-2024 to the No Lunch Debt Fund, with funds exempt from lapsing provisions.

Allows the Department of Education to accept and spend federal monies and private grants, gifts, and donations to support the program.
