Amends Arizona Revised Statutes section 33-1314 regarding the Arizona Residential Landlord and Tenant Act.

Caps permissible rent increases at the lesser of: (1) 5% of the lowest rental rate from the preceding 12 months plus the gross domestic product price deflator index inflation rate, or (2) 10% of the lowest rental rate from the preceding 12 months.

Modifies procedures for landlords to retrieve and dispose of tenants' personal property and animals when tenants die or become incapacitated, including provisions for authorized representatives to remove property within 20 days.

Allows landlords to dispose of personal property if rent is unpaid and outstanding for at least 5 days, or to remove abandoned animals if the tenant is deceased or incapacitated and contact cannot be made with an authorized person within one day.
