Increases the annual gift limit from $10 to $20 for gifts given by lobbyists and public bodies to state officers, employees, and legislators.

Applies the increased $20 gift limit to both principals/lobbyists (section 41-1232.02) and public bodies/public lobbyists (section 41-1232.03).

Maintains prohibition on gifts designed to influence official conduct regardless of the monetary limit.

Maintains existing exemptions for gifts excluded from the definition of "gift" under Arizona Revised Statutes section 41-1231, including family gifts, personal hospitality, and certain other categories.
