Amends section 12-1178 of Arizona Revised Statutes to delay enforcement of writs of restitution in eviction cases from immediate issuance to at least seven calendar days after the writ is issued.

Changes the waiting period before a writ of restitution can be issued from five calendar days to remain at five calendar days after judgment is rendered.

Requires courts to notify defendants found guilty of forcible entry and detainer or forcible detainer that remaining in or returning to the property after being served a writ of restitution constitutes criminal trespass in the third degree.

Appropriates $290,000,000 from the state general fund in fiscal year 2023-2024 to the Department of Economic Security for rental assistance programs, with at least $10,000,000 allocated to persons age 65 and older.

Exempts the appropriated rental assistance funds from lapsing provisions, allowing unspent funds to carry over.
