Establishes an elderly assistance fund administered by the state treasurer, funded by legislative appropriations, to reduce primary school district taxes for qualified individuals.

Requires county treasurers to report the total number of qualified individuals (those approved for property valuation protection under Arizona Constitution) by June 30 each year, with failure to report resulting in loss of state funding distribution.

Directs the state treasurer to distribute monies from the fund to county treasurers proportionately based on the number of qualified individuals in each county to reduce their primary school district taxes.

Amends section 11-495 to remove references to the elderly assistance fund's interest earnings from the taxpayers' information fund.

Repeals title 42, chapter 17, article 8 of Arizona Revised Statutes (former elderly assistance provisions) effective December 31, 2023.
